Pedraz Executes Search Warrant for Member of Guatemalan Military for 1545 Deaths (translated by J. McVicar)

Santiago Pedraz, Judge of the Spanish National Court, ordered the international search and capture and imprisonment of Guatemala Captain José Antonio Solares on Monday. Solares is charged as organizer of the killings of Rio Negro [Rabinal] executed May 13, 1982. These killings, according to the Judge, “assumed the execution, torture, imprisonment and forced disappearances of 1,545 people,” of Maya Achi ethnicity.

Pedraz recalls that Solares is charged for the same acts in a criminal process in Guatemala, where a court ordered his detention in 2003. But this order “has never been executed by the Guatemalan authorities, which has allowed him to mock the judicial system.”


The search warrant, ordered by Pedraz, came at the request of Nobel Peace Laureate Rigoberta Menchú, supported by the Public Prosecutor. Ex-dictators Efraín Ríos Montt and Óscar Humberto Mejía who governed between 1982 and 1986 are charged for crimes against humanity, torture and kidnapping in the legal process.
